Since it is hard for people to simply rely on ~~the~~ self– discipline (no space after or before a hyphen) to see themselves recycling much of ~~the domestic~~ their waste, I totally agree with the idea that there are no other ways to increase the volume of domestic waste recycled than to enact laws on recycling ~~at homes.~~

(You repeat the word "recycled" so many times. Your sentences are exceedingly wordy. The first is grammatically awkward. Here is an example of more effective writing:
