Law assignment

Hi guys, just doing a law assignment and I am confused with the following sentences:

a. has taken the opportunity TO PARTICIPATE in making decisions about....

b. has facilitaed PARTICIPATING in making decisions about....

What is the difference. It sounds like (a) is she was not particpating but had tried to and (b) is she was actually participating, am I correct?

Hi,

just doing a law assignment and I am confused with the following sentences:

a. has taken the opportunity TO PARTICIPATE in making decisions about..

She participated, ie she did it.

b. has facilitaed PARTICIPATING in making decisions about..

'Facilitate' means 'make easy'.
