"laughing to themselves"?

Hi,

Would you explain the part I underlined? I think it's the same as "laugh at" but "laughing to themselves" makes no sense to me. They should be laughing at the drunks. Am I being confused here?

They roll around on top of each other for a bit, then roll out of it and fall onto the sidewalk, land with a thump and lay there for a bit. A couple early morning joggers laugh to themselves and remember the good old days. The drunks get up and walk past me into the lobby and yell for assistance.
