laughed himself silly at

Hi.

I don't know the exact meaning 'silly' in the following sentence.

Dudley laughed himself silly at Harry.

Is it means Dudley laughed himself sillily at harry?
Or
Dudley laughed at harry looking silly?

Help me please.
Thank you.

Dudley laughed at Harry (for some unstated reason) until he (Dudley) became "silly". "laugh oneself silly" is a set pattern of words meaning laugh uncontrollably until one is weak or helpless with laughter.
