Does 'gh' sound the same as 'f' or 'v'?

gh has the sound f in

laugh, draught, cough, trough, rough, tough, slough, and enough.

draught is also written draft.

They are pronounced as if the words were spelled thus:

laff, draft, coff, troff, ruff, tuff, sluff, innuff.

slough has other pronunciations as well, depending on meaning.
