Hi, I think it's Basque, or at least has some association with Spain. Where did you find this phrase? Can you supply a context, eg a sentence or a paragraph?

Hi, thanks. I told my boyfriend I love you in Russian, asking him to guess what I'd said. He did, and responded with this, but won't tell me what it means and it's driving me nuts!!!

It's not Basque. And there is no connection between Basque and any of the Latin languages. In fact it's origin is completely unknown. It's not Spanish either.
Edit: I'm pretty certain it is Catalan. Something like, "I'm proud" or "I'm lucky".

Hi,
I agree about Catalonia.
What country is your boyfriend from?
