latest by?

application must be submitted latest by 20 april. What is that mean?

When I look at dictionary, at the latest means-No later than. So, the due date would be on 20 april, right?

But I came across to this link and found other phrases: your courier should arrive latest by wednesday. Which somebody claimed the meaning is that; Thursday at the earliest.

I've never heard of "must be submitted LATEST BY 20 April". Are you sure that's what it says? It could be "must be submitted AT THE LATEST BY 20 April", which is an awkward way of saying "must be submitted by 20 April AT THE LATEST".
