Later/ the latter

The protagonist is one of royal family members of Amber.
He made a date with Coral, a daughter of the prime minister from a neighboring country Begma.
And he went out with her, showing her the town, and he didn't keep her from going further away by herself.
He came back to the palace by himself. Furthermore, he was running late for dinner party.
He met her elder sister Nayda on his way to his room, and she asked him about whereabouts of her sister and his recent problems.

"But if you decide that you do want help?or if you just want to talk?come and see me."
"well taken," I said. "I'll see you at dinner."
"Later, too, I hope," she said, as I passed her and turned down the hall.

He washed his face and changed and attended dinner party.
He is now talking to her elder sister Nayda at table. she asks him about whereabouts of her sister again.

"I'm not certain where she is at this moment," I said. "She could well be back in her room chaging her clothes."

"So what about tonight? she wispered.
"What do you mean? I said I'd look for her if she doesn't show up."
She shook her head. "I wasn't referring to that," she said. "I meant later. Will you have time to stop by and talk?"

I was wondering if "later" can mean "the latter."

No. It just has the normal meaning of later in time, i.e. after dinner or after he goes to look for her.

No, I don't see that quotes are necessary. The word "later" is used for its meaning, not as a mention of the word.

It is true that it could also be construed as shorthand for a sentence in which, strictly, the word "later" would be part of a quoted question or phrase. However, "I meant later" is too far removed from this for "I meant 'later'" to feel appropriate. The latter might be used for a literal word substitu
