"late applied"?

I overheard someone say "I don't think it'd be appropriate for me to request an early departure since I already LATE APPLIED."

It's obvious that the speaker was trying to say that he APPLIED to whatever that program is TOO LATE.
But I'm only curious if this expression's legitimate and correct?

I 've never heard anyone say that. It's not a standard expression. People quite often say odd things.
