What would you say if the summer in question were a past summer?

1- I was in Miami in summer.

2- I was in Miami last summer.

is 1 correct too? is there a differece in meaning?

If you're referring to last year's summer, then yes, "last summer", as Erin says. If it's another (past) summer, then "in the summer of ..."

if i want to say especially "last summer" that i would choose number 2.

but you can say "number 1" too. To me, number 2 is better than 1
