I know that, for example, in order "English" to be people, it must be "The English", isn't it correct?

English people/ the English and also: "He is English". The same applies for Japanese: Japanese people/the Japanese/ ~He is Japanese.

The English meaning the people who live in England is treated as a plural/group word.

This helps to distinguish the meaning. The context also helps, of course.

eg This is a well-written history book. The English in it is perfect.
