What's the meaning of the language of threat? Are we talking about threat words and phrases such as axis of evil, terrorist, economic sanctions?

Sorry. I thought it was a common phrase that I don't know about.

Today, Iran ran a test on its long range missiles. It warned that nobody should threaten it or it would retaliate. Somewhere in there report, the phrase came out.
