Landlocked?

Hi all,

I have a test question about prepositions. Here it is:

Vatican city, landlocked ---- the city of Rome, is the smallest independent state in the world ---- approximately 44 hectares of land.

A to / by

B within / with

C by / from

D from / above

E with / for

I think either a or b is the correct answer but I'm not sure. What do you think? I need an explanation.
