Since there's only one landline, it's not possible to dedicate the line for Internet connection and at the same time, use the phone. What you are suggesting is not possible.

In the context of your sentence, I'd suggest "use" rather than "dedicate" (i.e. "use the line for an Internet connection and a telephone call at the same time").
