"laid on"

Hi,

If you say "there is no gas "laid on" in someone's house"

does it mean the gas is not supplied to the house, or not installed in the house?

(I saw that sentence in some English book that happens in england in the 19th century)

I'd need the context. Most probably, there is no gas line to the house; possibly, it's just not turned on.
