Labor as a race issue

"Cyril Briggs is another great example... Briggs was merging revolutionary socialism and black nationalism... During the violent Red Summer of 1919, Briggs was presenting labor as a race issue." (p. 39.) I couldn't figure the emphasized phrase, can you paraphrase it for me?

As I understand this, "labor" refers to the various issues around work and employment, e.g. working conditions, workers' rights, availability of jobs. Briggs was connecting these issues with the issue of a person's race, i.e., in this case, the colour of their skin.
