Please look at the following sentence.

"Labelled as made in China,the meat was stored in boxes with signs of water leakage and a bad smell"

I couldn't guess which words were omitted in front of "labelled as made in China".
Is its origin as follows?

"As the meat was labelled as (they were) made in China,"?
