La Jolla neighbours

Does the following context mean that the sculpture was first supposed to be constructed in an area near La Jolla but due to the objection of the residents of that area it was moved to La Jolla area?

Context:

The sculpture had to be relocated before it was ever constructed because the La Jolla neighbours objected to seeing the word ‘Lust’ flashing in neon over their neighbourhood.
