“The seeds of JNU [jawaharlal nehru univeristy] were sown with Russian studies as its nucleus." In this sentence, should it be "sown" or "sowed"?

There are a number of verbs which happen to have two past participles and which have no real rules to govern which to use [perhaps one for active voice, one for passive voice]. I would use sown in this case.
