Should it be:

Kobe Bryant's named after a beef. Or

Kobe Bryant was named after a beef.

Which is correct?

Does Kobe byrant still exist ? If yes then I guess it should be : Kobe Byrant is named after a beef. Otherwise, Kobe Byrant was named after a beef.

Beef isn't normally a countable noun. Use a kind of beef.
