known to/by ?

I've heard somewhere if ' A is known to many people' which means many people knows about A for his fame. By contrast, 'A is known by many people' meaning many people know A personally (correct me if I'm wrong)
That said, it is correct to say 'Domestic violence is known to many people' ?
According to Oxford dictionary 'known to' can mean: within the scope of knowledge; familiar; recognize. ( I'm not sure if I understand the meaning correctly.)
Also, how about 'Domestic violence is known by many people'?
