His deceits and lies are only known by God.

Why is it 'known by God' but 'known to mankind'?

known to (someone) is a commonly used pattern, so I don't know why it couldn't have been written as "known to ***". Some of these can go either way, but I think those with a superlative usually have 'to'. most ...
