Known by he or him (nominative or objective case)

a. The answer to that question is known by he/him who holds the power.

b. The answer to that question is known by he/him.


In a. and b. above, should it be 'he' or 'him' and why?


In a., I think it should be objective case as 'him' is the object of the preposition 'by'. But it just sounds wrong when I read the sentence aloud.
