Well, the phrase doesn't make sense, and no it's not a sentence. There is no subject.

However, it might resemble a notation in a file. A police file, perhaps. Nevertheless, the wording is all wrong. To be coherent, it would have to be something like:

Smith was not a known suspect.

The suspect was not known.

It is not a good sentence because pronouns (with few exceptions) do not take attributive adjectival modification.

He was not someone that was known. = He was a stranger.
