Beth - You're lying.

Phil - No, I'm not.

Beth - You are not my new boss.

Phil - Yes, I am.

Beth doesn't know what to believe.

Beth - Are you serious or is this some kind of bad joke?

Phil - Bad joke? I thought you liked me?

1. Is the highlighted sentence OK if I want to describe that Beth doesn't know/can't figure out whether what Phil is telling her is true or not?

2. And would - Beth doesn't know what to think - have the same meaning in the context?
