Kindly explain the statement..

I was given 2 explanation on a single statement and I wonder which one is correct. Your reply will be greatly appreciated..

Any person who has passed NSET exam or holds a certificate at the time of contract signing will be eligible for an additional complimentary ticket. ( I signed the contract on the 20th of January and passed my exam on 8th of August, same year)

One person explained it to me as follows: I am eligible for the complimentary ticket since the stipulation is stated during my contract signing provided I pass the exam or hold a certificate.

Another person says that I am not eligible for the ticket since at the time of contract signing I have not passed the exam yet.

I agree with the second person, I'm afraid. At the time of contract signing, you had not passed the exam.

"has (already) passed or (currently) holds... at the time of contract signing" is the key phrase.

Did you hold a certificate at the time of contract signing?

(I am not sure how the certificate and the NSET exam are related, if at all; what certificate are you talking about?)

Otherwise, no chance, I think, but hey, if you can convince them, why not?

I think you could only argue #1 if the statement were parsed and modified as follows:

"Any person who has a) passed NSET exam or b) held a certificate at the time of contract signing will be eligible for an additional complimentary ticket."

What does 'hold a certificate' mean? What does the certificate certify? You don't mention in your parenthetical phrase whether you did or didn't hold a certificate at the time of the contract signing. How do we know who's opinion is right here without knowing what is referred to by the certificate, and whether you held one or not at the time of the contract signing?
