I was given 2 explanation on a single statement and I wonder which one is correct. Your reply will be greatly appreciated..

Any person who has passed NSET exam or holds a certificate at the time of contract signing will be eligible for an additional complimentary ticket. ( I signed the contract on the 20th of January and passed my exam on 8th of August, same year)

One person explained it to me as follows: I am eligible for the complimentary ticket since the stipulation is stated during my contract signing provided I pass the exam or hold a certificate.

Another person says that I am not eligible for the ticket since at the time of contract signing I have not passed the exam yet.

Both are correct depending upon what was stipulated in your contract. The first person is saying that they made an exception for you and this fact was stipulated in the contract.

The second person apparently does not know what was stipulated in the contract and he is telling you that you are not eligible for the ticket because you had not pass the exam or held a certificate at the time of contract signing.

I agree with the second person, I'm afraid. At the time of contract signing, you had not passed the exam.

"has (already) passed or (currently) holds... at the time of contract signing" is the key phrase.

Did you hold a certificate at the time of contract signing?

(I am not sure how the certificate and the NSET exam are related, if at all; what certificate are you talking about?)

Otherwise, no chance, I think, but hey, if you can convince them, why not?

I think you could only argue #1 if the statement were parsed and modified as follows:

"Any person who has a) passed NSET exam or b) held a certificate at the time of contract signing will be eligible for an additional complimentary ticket."

My interpretation of the statement leads me to believe the latter is correct. The key words are : “who has passed NSET exam or holds a certificate at the time of contract”. Although you had already taken the exam, you were not given a “passed” status, nor had you a certificate to satisfy the stipulation. We can also explain this by logic. If C is the outcome of [A or B], then either A or B must exist to produce C. In this case, C = eligibility, A = passing the exam at the time of contract , and B = holding a valid certificate at the time of contract. A and B didn’t happen at the time of the contract signing.

What does 'hold a certificate' mean?  What does the certificate certify?  You don't mention in your parenthetical phrase whether you did or didn't hold a certificate at the time of the contract signing.  How do we know who's opinion is right here without knowing what is referred to by the certificate, and whether you held one or not at the time of the contract signing?
