Kindly clarify the sentence

"Madagascar’s “cactus war” of the 1920s, when French scientists and colonialists waged biological warfare against “Malagasy cactus” (raketa gasy, O. monacantha) with a cochineal cactus parasite (pondy foty, Dactylopius tomentosus), has received some attention of late. I return briefly to it here to highlight that colonial officials who were fervently against prickly pear cactus welcomed the occasion to operate a “modernist laboratory” aimed at advancing cactus pastoralists into the modern age."

Kindly check the bold words "I return briefly to" and tell me whether it is correct as it is used. Thank you very much.

Only if the subject has been discussed before this paragraph. If it is the first time the subject has been raised, "I return briefly" is incorrect.
