Kind Regards, (Anonymous)

I would like to get your opinions on the use of a complimentary close at the end of an email from an anonymous member of a group.
For example, I received a formal email:
<Body of message>
  Kind Regards    QDEX Support  Geological Survey of Queensland  <Contact info>  

In my opinion, that close is very impersonal, and "Kind Regards" seems out of place. Obviously, they have a group of people who handle email in their department, and they have recently moved to a single group email address, and have removed all personal identification from their emails. What could they use instead, if they want to avoid divulging their individual details? 
I communicate regularly with a handful of government departments and am on a first name basis with most of my contacts (even when they use a single group email).
