Are these correct? What do they mean?

1. How many kilometers is on this car?
2. How many kilometers are on this car?

3. There are 27000 kilometers on this car. (This is correct? )
4. There is 27000 kilometers on this car. (This is incorrect? So #1 is incorrect?)
