Vietnam says an outbreak of hand, foot and mouth disease has infected more than 110,000 people this year and killed 166, most of them children under 5 years old.

This is grammatically wrong, isn't it? I would say, "...killed 166, most of whom children under 5 years old."

You could say '...most of whom were children...', but there's no point, as the original is just fine as it is.
