Kill him like a dog...

So I got to thinking...

When someone says "I'm going to hunt him down and kill him like a dog" are they saying they're going to hunt the subject down and kill him like they'd kill a dog, or are they saying they're going to hunt the subject down and kill him in the same way a dog would hunt him down and kill him?
