Hanumantha Rao, ASO Planning Department, Secretariat - Relaxation Rule of 5 years of Services - Redress of my grievance in the matter - Appeal - Request - Reg.Ref: Govt. Memo.7681/OP.IV/2000, G.A.(OP.IV) dept. dt. 15.3.2005.&lt;&lt;&gt;&gt;With reference to the Govt. Memo. Cited, I beg to submit the following few lines for your kind reconsideration and favorable orders.I was first appointed as Record Assistant in GAD on 13.2.1978 on Sports Quota and my services were regularized on 14.2.1978. My probation was declared on 13.2.1980 and was promoted as Typist with effect from 14.10.1980 in GAD. My services in the category of Typist were regularized services in the category of Typist w.e.f. 13.2.1983 as per orders issued in G.O.Rt.No.4576, G.A.(OP.IV) Dept. dt. 23.12.1987, after having obtained required qualification of passing SSLC, Typewriting Eng.Higher, PUC and BA Degree by me.I submit there is no post of Typist in Departments of Secretariat on the date of 13.2.1983. A new post of TCA created w.e.f. 22.11.1982 vide G.O.Ms.No.575, G.A.(Ser.B) Dept. dt. 22.11.1982 for which a degree a qualification prescribed for TCA. The GAD regularized my services as TCA w.e.f. 30.7.1985, the date of passing of my BA degree examinations. This is not applicable in my case, as I was fully qualified to hold the post as on 14.10.1980 as Typist GAD during May/June 1980 DPC was constituted for selection me for appointment as Typist by transfer from the post of Record assistant GAD. Thus my regularization is not benefited to me and I became the victim.I beg to state as per GO Ms No.627, GA(Ser.A) Dept. dt. 21.12.983, prescription of minimum services for promotion/appointment by recruitment by transfer to next higher class or category or grade is ordinarily three years, but in no case shall it be less than two years in the category from which such promotion or transfer which comes into force on 12. Feb. 1979 as per GO Ms No. 85, G.A.(Ser.A) Det. Dt. 12.2.1979 read with Memo.No.53975/Ser.D/2003-3, G.A.(Ser.D) Det. Dt. 9.1.2001. In view of the above facts, I humbly request that my services as Typist GAD be regularized with effect from 13.2.1982 (completion of Probation by the post of Record Assistant GAD (less than two years in the category from which such promotion or transfer is made), since I am impaired deaf and dumb employee and based on sympathy, compassionate an humanitarian grounds for taking into consideration of my entire 28 years services. I submit that I am only deaf and dumb employee of AP Secretariat who won the President of India for the National Award for the best employee in 1982 by Government of India (copy of National Aard certificate, an appreciate letter by CM of AP and State Award by the Govt. of AP for the year 1988-89 enclosed)Praying to the Chief Minister solicits early orders and thanking you, Sir.Yours faithfully,(K.Hanumantha Rao)ASO Planning Dept.
