Which of the following sentences is correct?

1) Kevin Spacey has been accused of a sexual advance in 1986 on actor Anthony Rapp, who was 14 at the time.

2) Kevin Spacey has been accused of a sexual advance in 1986 at actor Anthony Rapp, who was 14 at the time.

If both are correct, do they mean the same thing?

Also, is it possible to use "sexual misconduct" instead of "sexual advance"?
