Rip off = you detach something, for example, the pull-ring on a can of drink. Again 'rip' implies quite a violent movement/action.

To rip off = to cheat someone - He sold me the ticket for the Police concert for 500zloty saying that it was a seat 30 metres from the stage. When I got to the stadium, I had to sit at the back! He ripped me off.

If I'm using a scissors, can I say, I'm cutting open a ketchup packet. Is open needed? I believe the same rule applies, that's cutting up means I'm cutting it into pieces. If so, I believe I can say "I'm cutting my old T-shirts to make oven mitts.

Heh - I didn't even notice the sachet/packet exchange. For us, a sachet is a little scented bundle you put in with your clothing to make them smell nice.
