KEPT or KEEP ?

I am unsure about this sentence:

"He requested that I kept a record"

"He requested that I keep a record"

Which one is correct? I think it's the second one...but WHY ?
Or perhaps, both are correct?

In the US, only the second one would be considered correct. In British English, however, both versions can be used (the former being more prevalent I think). There's also a third option.
