Ken said, "I had the best throwing arm in the state." Then, he and Nathan are playing out some football moves inside the office.

Is "out" dispensible in the above? If not, what does it mean? Thanks.

'Then (they) are playing' sounds wrong to me. Are you talking about the past, or about right now?
