keep Vs continue and when Vs that

I have 2 questions:
1. "She (keeps or continues) complaining about", and why ???
2. "It was in 1987 (when or that) our company was established" and why?

1. "She (keeps or continues) complaining about"-- Both verbs are fine. 'Keeps' is more idiomatic.
2. "It was in 1987 that our company was established" and why?-- Because 'in 1987' already indicates when.

Thanks. About the first one is it possible it is a matter of stative / active verb? Could we select keeps only because continues should have been in Present Continuous, is continuing complaining?
