Keep something mobile

I don't understand what the 'mobile' in the examples below means.

It's important to keep the joint mobile while it heals.

We have some new prisons. We will keep them mobile.

Does it mean the same as "to keep them/it moving"? That the things that are kept mobile are always in motion?
