keep pace with

this is 'which is wrong about college textbooks?' question

Article says that not only do college tuitions seem to increase every year, but also another expense associated with university education is on the rise-the cost of college tetbooks.~~~ommit.

answer is
'the increase in the cost of textbooks has kept pace with the increase in tuition'
and the explanation says
'There is no comment about detail correlation between tuition fee and textbook cost.'

But I think anyway rising tendency is common place between tuition and textbook cost.
So the expression does not seem to be wrong for me.
what do you think?

Only C is true. As for A, as they explained, there is no phrase detailed enough to be considered 'kept pace', which is a very specific kind of relationship. That the costs 'increase' and are 'on the rise' is no indication of a common rate of increase (which is what 'keep pace' means).
