I am a British native speaker and had never heard "keep it on the down-low". It is not in standard dictionaries (either UK or US).
I found the expression on the internet and it does mean "to keep something secret", but the explanations suggest that it is American slang. If in doubt about who you are speaking to, you should use "keep it secret". That is a more neutral way of saying it an
