Can I say,

(a) He is keen on music (very much).

(b) He is keen on playing /to play music.

You can certainly say..

He is keen on music

He is very keen on music

He is keen on playing music

But..

He is keen to play music

..is probably not quite right. It means that someone is keen to start doing something but they cannot do so yet. This is not usually true of music. You could use the words like this..
