Just 'whether' OR 'whether or not'?

I wanted to know whether or not she would be attending.

I wanted to know whether she would be attending or not.

I wanted to know whether she would be attending.

When do we use 'whether or not' and just 'whether'? Does it really matter?

What's the rule -- and how would you do it?
