So its correct to say I have written a letter, right? because I have written it, but I dont tell him when.

Yes, that is correct. You can use a time period with have , but not a specific time.

Here are some examples:

I have written a letter, but I have not mailed it yet.
I wrote the letter yesterday and mailed it today.

I have written this company at least three complaint letters in the past month, but they haven't replied to any of them.
