Could you please tell me if we need a comma after are? Or is it optional? Also, what kind of phrase is 'just how able they are'? Noun phrase?

Could you please tell me if we need a comma after are ? I would put a comma. The word order is more effective if the speaker (or reader) pauses briefly at that point to consider what has just been said.
