Just because or because

Hello everyone! Being read some articles about the usage of 'just because', I have not understood yet the rule. I have found lots of examples where this phrase is used in the construction 'Just because X does not mean Y'. Also, does the situation below make sense? I would be glad if you helped me. Thanks in advance!
