Just as well

Does " I don't mind leaving or staying" mean "I would just as well stay as (I would ) leave.

How would you say it if its not "just as well"

'I wouldn't mind staying or leaving' is possible, but it doesn't sound natural.

Very informal: I could stay or leave, no matter.
