If there were to be a kingdom of stupid people. Would their king be considered the wisest or the stuppidest amongst the stupid people?

In a kingdom of stupid people....

stupidity must be the chief feature. But if there was such a place, people there would be satisfied with their stupidities or feel suffering for them???
We need more suppose. If the more stupid they were, the more respect they got, then they might not choose the poor wisest person

to be their king.(We are talking about a king of a kingdom, not a precidency, right?) And similar argument for contrary suppose.
