Yes, it works too. He said it had a strong infrastructure, but having said that, the touched on some of the issues it now faces.

PS - In the future, it's best to put your best attempt to answer a question when you post the question, rather than having someone in the forum provide the answer for you.

Sorry to have forgotten to tell you what my answer was. This question is from a very important test I took last Saturday. It was really critical for my job as a teacher. My answer was "D". Today I have downloaded the answer key which says the right answer is "B". Do you think this question is technically wrong having two right answers? If so, I will litigate.

I could argue either way.

You could argue that "issues" implies "problems," which is a contrast the idea of a "strong infrastructure" -- so the constructiong "having said' is apporpriate, because that is used to introduce a contrasting idea. However, it would be a better sentence if it was "He went on to discuss the issues the economy was facing, after having said it was a s

Do you have anything to lose if you appeal? Point out that "issues" (problems) stand in contract to "a strong infrastruture" and therefore the contrast-implying phrase "having said" could also be appropriate.
