Just a little help please

Hi guys,
can you please help me with the point of the next situation? I'm again practising english on the episode of my favourite Without a Trace. Context:In this episode the FBI team searches for Jessica, a 911 operator who disappeared after a man called and asked for her by name. Another man called Nathan Kelly, confronted her near the call center where she works. He told her that she's responsible for the death of his wife, because she kept him on hold, while they were wating for the ambulance. For this reason, the FBI team thinks that he stands behind the Jessica's dissapearance. They have Nathan Kelly in the custody and they're questioning him.....

Vivian to Nathan: Mr. Kelly, no one was in control of your wife's death.
I would have been pissed off, too.
...(I have never heard that, is this another way of saying: "No one was responsible for the death of your wife?")
