Just

Can I use just that modifies the meaning of the verb only in persent perfect or in all tenses?
As in:he had just been parking. (Is it right to say it)

"just" has a range of meanings. If you are referring specifically to the "action completed a short time ago" meaning, then it can be used with past perfect, present perfect and future perfect, and informally with simple past. It can't be used with present tense or future tense.

"He had just been parking" sounds unusual to me. However, there is no problem generally with using the past perf
